Optimizing the financial resources available for roads
The development and maintenance of an efficient road network requires a sufficient level of funding.
This is a particular challenge in the current situation, when economic crisis and austerity have severely constrained the availability of public funding.
Building on previous CEDR work on the issue, this task aims at analysing the different sources, strategies and concepts of funding for roads in CEDR member states (i.e. public budgets, public-private-partnerships, fuel taxes, tolls, user charges, value capture, etc.) in order to identify the optimum scope for each formula.
This should be done taking into account the overall needs of investment on road infrastructure, as well as specific requirements, like existing master plans or the need to maintain more sophisticated and mature networks.
Goal to be achieved is the identification of the most adequate scope for each of the available formula.
